1. Did you know that Morocco is supporting the gaming industry ?

The Gaming Industry Support Program is a program launched under the Innovation Support Fund (FSI) of the Ministry of Industry and Trade, in partnership with the Ministry of Youth, Culture and Communication. Its objective is to provide financial support to gaming industry projects carried out by Moroccan SMEs and startups.

The program covers different stages, from developing an initial functional prototype to the industrialization of a pilot version ready for the market.

The program is implemented through a partnership agreement between the following stakeholders :

  • Ministry of Youth, Culture and Communication
  • Ministry of Industry and Trade
  • Ministry of Economy and Finance
  • Maroc PME
  • General Confederation of Moroccan Enterprises (CGEM)

The Gaming Industry Support Program aims to contribute to the development of the gaming industry in Morocco by providing financial support to Moroccan studios. Its main objective is to help address the funding challenge, which remains one of the main barriers faced by Moroccan developers in creating and bringing new and innovative video games to market. The program also seeks to encourage the emergence of high-potential projects, contribute to the growth and development of the gaming industry in Morocco, and strengthen its competitiveness.

The annual budget allocated to this program is MAD 50 million per year for three consecutive years—2026, 2027, and 2028. This represents a total budget of up to MAD 150 million over the entire program.

The program offers two types of financial support, which may be applied for simultaneously :

  • Prototyping Support : covers 70% of eligible expenses (excluding taxes), up to a maximum of MAD 1 million. This support is intended to help beneficiaries develop and test the first version of their game.
  • Industrialization and Production Support : covers 30% of eligible expenses (excluding taxes), up to a maximum of MAD 3 million. This support is intended to help beneficiaries transform their prototype into a market-ready product.

This program aims to support 20 projects per year over a period of 3 years (2026–2028).

– The following entities are eligible to apply for this program :

  • Moroccan Very Small, Small and Medium-sized Enterprises (VSEs/SMEs) whose annual turnover does not exceed MAD 200 million, excluding taxes, during the last two financial years.
  • Startups operating in the gaming industry with strong growth potential.

– Additional eligibility requirements :

  • Individuals and self-employed entrepreneurs are not eligible to apply.
  • Any shareholder whose company has an annual turnover exceeding MAD 200 million may not hold more than 20% of the capital of the applicant company.
  • No public entity or public company may be a partner or shareholder in the applicant company.

Eligible expenses vary depending on the selected support offer :

– Offer 1 : Prototyping Support

Eligible expenses include :

  • Development of the game prototype
  • User testing and quality validation
  • Acquisition of the tools and licenses required for game development
  • Technical expertise

– Offer 2 : Industrialization and Launch of the Pilot Version

Eligible expenses include :

  • Acquisition of the necessary equipment and platforms
  • Management and quality monitoring systems
  • Promotion and commercial launch of the game

Important information :

For 2026 projects, eligible expenses are recognized as of January 1, 2026.

Expenses incurred between companies with the same shareholder, in whole or in part, are not eligible for funding.

For 2026, the deadline for submitting applications is set for October 15, 2026, and the eligibility period for expenses starts from January 1, 2026.

The application file consists of two sections :

1. Administrative Section :

  • Copy of the regulations governing the call for projects, initialled, stamped, and signed
  • Extract from the Commercial Register (Model J), issued less than 3 months ago
  • Legalized copy of the company’s Articles of Association, issued less than 3 months ago
  • Tax certificate for public contracts, valid for 1 year
  • CNSS certificate, valid for 1 year
  • Turnover certificate or a five-year Business Plan
  • Declaration of honour and funding request
  • Bank Account Identification Certificate (RIB) ; the account must be held at the General Treasury of the Kingdom (TGR)

 

2. Technical Section :

  • Application form
  • Description of the company and the project
  • CVs of the project manager and team members, signed and stamped
  • Partnership or collaboration agreements
  • Contract, CVs of experts, and details of the services to be provided
  • Work plan and implementation schedule
  • Estimated expenditure plan, according to the provided template
  • Complete electronic copy of the application file on a USB drive

After you submit your application, the project selection process goes through 4 stages :

  1. Pre-selection

The Ministry of Industry and Trade (MIC) and the Ministry of Youth, Culture and Communication (MJCC) review your application and check that all required documents are included. If any documents are missing, you may be asked to complete your application.

  1. Evaluation

A technical committee evaluates your project based on several criteria, including your experience and qualifications, the quality and consistency of your project, its level of innovation, and its potential economic and sectoral impact. Pitch sessions are organized progressively to allow you to present your project.

  1. Final Selection

After the evaluation, the Program Monitoring Committee approves the final list of selected projects and determines the eligible expenses covered by the support and the corresponding funding amounts. You will then be notified by email.

  1. Contracting

If your project is selected, an agreement is signed between the Ministry of Youth, Culture and Communication (MJCC), the Ministry of Industry and Trade (MIC), the Ministry of Economy and Finance (MEF), Maroc PME, the General Confederation of Moroccan Enterprises (CGEM), and your company.

The agreement has a maximum duration of 24 months, and the financial support is paid in three instalments.

The financial support is disbursed in three instalments, based on the progress of the project. Beneficiaries are required to retain all supporting documentation related to project expenses.

  • 1st instalment : 30% of the grant is disbursed once at least 30% of the project has been completed, upon submission of the relevant deliverables and supporting documentation for the expenses incurred.
  • 2nd instalment : 40% of the grant is disbursed once at least 70% of the project has been completed, upon submission of the relevant deliverables and supporting documentation for the expenses incurred.
  • 3rd instalment : The remaining 30% of the grant is disbursed upon full completion of the project, following submission of all project deliverables and supporting documentation for the expenses incurred.


Important
: Beneficiaries must retain all supporting documentation related to project expenses.

You can submit your application file to the Ministry of Industry and Trade, Technology Platforms and Clusters Division, General Directorate of Industry, Administrative District, Rabat Chellah

– How should I submit my application file ?

You must provide :

  • 1 electronic copy on a USB drive
  • 3 paper copies

 

All copies must be placed in a sealed envelope. All documents must be duly completed, signed, and stamped.

Salary costs are not included in the expenses eligible for funding.

A strategic partnership with a major Moroccan company is not a mandatory requirement for applying to the program
